On July 12, 2012, a Meeting on Post-Conflict Peacebuilding took place at UN Security Council. With more than 41 speakers making statements, Secretary General and Council members proposed a number of improvements, including enhanced coordinated efforts of Member States, the United Nations and international financial institutions, the tightening up the “architecture”, and bolstered financing mechanisms including the Peacebuilding Commission.

During the discussion Garen Nazarian, the Permanent Representative of Armenia, Council should further strengthen the rule of law and advance development initiatives through the support of peacebuilding mechanisms, including the Commission. He suggested the Council and the Commission working more closely together and use each other’s expertise and knowledge. G. Nazarian continued that the two bodies should try to be as flexible as possible in addressing the consequences of the conflicts in a timely and efficient manner, since each conflict posed unique problems and required specific solutions.

According to Nazarian, although lessons had been learned and approaches defined in dispute resolution, the tendency towards a top-down approach persisted, which at times ignored the specific context, roots and cause of a given conflict. He added international experience had shown that economic cooperation and interaction could be a valuable confidence-building measure that could lead to political cohesion. “The post-conflict period offers a window of opportunity to provide basic security, deliver peace dividends, build confidence in the political process, and strengthen core national ownership to spearhead peacebuilding efforts,” he said.

Armenia’s Permanent Representative concluded that South Caucasus needs regional coordinated initiatives and support programs of donor countries and international financial institutions aimed at promoting efforts towards lasting peace and sustainable development.
