On January 29, UN Security Council held thematic debate entitled “War, its lessons, and the search for a permanent peace” focusing on prevention, mechanisms of truth, systematic approach to reconciliation, particularly in the aftermath of conflicts. The debate was presided by Prince Zeid Ra’ad Zeid Al-Hussein, Ambassador of Jordan, which holds the Council’s rotating presidency for the month of January. Under-Secretary-General for Political Affairs Jeffrey Feltman and was among the more than 50 scheduled speakers participating in the debate.

In his remarks Ambassador of Armenia Garen Nazarian has mentioned that the lasting reconciliation will require the settling of the past, recognition of responsibility for committed crimes. He further that the international experience had shown in different parts of the world that successfully reconciled nations usually undergo a process of restoring justice, including reparations. Ambassador emphasized the imperative to speak with one voice against the distortion of history and denialism.

“There is nothing new in stating that ending impunity for heinous mass atrocity crimes is vital for restoring justice.... The scourge of war, devastation and genocide crimes repeat themselves cyclically with frightening frequency in different parts of the world, resulting in enormous loss of human lives and social, political and regional unrest”, mentioned Ambassador. He highlighted that every society has to address its past crimes, and that there is a clear role to be played by international institutions, world parliaments, human rights activists, political and religious leaders, historians, teachers, students and other groups and individuals to establish a true and common historical narrative.

Drawing the attention of the Council on the fact that the Armenian Genocide has been recognized by a number of countries and international organizations, including the UN subsidiary body -- the Sub-Commission on Prevention of Discrimination and Protection of Minorities, Ambassador Nazarian has called upon the United Nations and its members states to continue taking appropriate steps to condemn and recognize that crime.
