UN Security Council’s open debate on peacekeeping operations

On July 28 2014, the Permanent Representative of the Republic of Armenia, Ambassador Zohrab Mnatsakanyan participated at the UN Security Council open debate on “Peacekeeping Operations: the United Nations and Regional Partnerships and its Evolution”.

In his statement the Armenian Ambassador underlined the centrality of the role of the United Nations, as the clearing-house for generated experience, standard setting in planning and implementation, as well as co-ordinating effective peacekeeping. He particularly stressed the continued need to improve modalities for increased interaction, consultation and co-ordination between all stakeholders, including the Security Council, the Secretary General, troop contributing states and respective regional organisations.

Ambassador Z. Mnatsakanyan also emphasised, that the United Nations as a global organization is well placed to facilitate cross-regional co-operation in order to complement regional capacities and employ their comparative advantages.

Speaking about the national record in peacekeeping activities, the Ambassador noted the development over the past twenty three years of solid foundations of self defence together with a sound component for peacekeeping. In this respect, he referred to the peacekeeping brigade within the Armed Forces of Armenia as the main professional capacity building framework for such purpose. “As a troop contributing state, Armenia has gatheredsignificant experience in peacekeeping operations, participating in the NATO led operations in Kosovo and Afghanistan. This October Armenia will contribute a platoon to the UN Interim Force in Lebanon. This will manifest our intention to gradually increase our contribution to UN peacekeeping. As a member of the OSCE, Armenia recognises a possible role for the Organisation in peacekeeping, on a case-by-case basis. Together with other members of the Collective Security Treaty Organisation, CSTO, Armenia has also been working towards advancing its preparedness for peacekeeping” – concluded Ambassador Zohrab Mnatsakanyan.
