Distinguished Co-Chairs,

Excellences,

Colleagues,

At the outset Armenia extends its congratulations and appreciation to the Co-Chairs of the Preparatory Committee for their successful leadership of this process. We also express sincere gratitude to the Co-Facilitators for their tireless efforts, inclusive approach, and steady guidance throughout the negotiations of the outcome document.

Armenia considers this agreement a pivotal milestone that will guide our efforts towards more inclusive, equitable, and responsive framework for financing for development that seeks to close persistent gaps, strengthen global solidarity, and reinvigorate international cooperation to deliver on the promise of the 2030 Agenda.

We are pleased with the reflection of commitments to reform the international financial architecture, scale up development cooperation — including official development assistance — ensure debt sustainability, and increase access to affordable, predictable, and concessional finance for developing countries.

We attach particular importance to the commitments to support the countries in special situations, including in infrastructure development and facilitation of inclusive, equitable and affordable connectivity, building productive capacities and enhancing access to basic services, especially for LLDCs, in order to reinforce their full potential and promote integration into regional and global value chains.

We likewise appreciate clear recognition and commitment to address the specific challenges of the middle-income countries outlining much-needed actions to support their inclusive and sustainable development.

This outcome document represents a significant collective achievement, reflecting shared resolve to respond to the urgent development challenges through practical and forward-looking commitments.

As we move toward the Fourth International Conference in Spain, we look forward to the successful adoption of the document and call on member states and all stakeholders to embark on its effective implementation and follow-up.
