Distinguished Chair,

Excellencies,

Dear Colleagues,

At the outset, I would like to express my appreciation to the Development Coordination Office for convening this timely exchange and for the opportunity to engage with the Resident Coordinators.

We believe that the RC system has a pivotal role in ensuring better coordination of the UN development system’s activities on the ground, strengthening accountability and transparency, and advancing the operational efficiency and needs-based programmatic work of the Country Teams.

At the same time, the current and emerging global challenges, that undermine socio-economic development in many parts of the world, highlight the imperative of consolidating and increasing the capacities of the RC system to be capable of responding to rapidly evolving realities on the ground.

The UN Country Team, under the leadership of the Resident Coordinator, has been an important partner for Armenia in fostering human capital development and quality education, ensuring universal healthcare and equitable social protection services, and promoting green transformation, good governance, and economic empowerment, while aligning those efforts with the SDGs.

Currently, the Government of Armenia, in close coordination with the RC Office, is finalizing its second Sustainable Development Cooperation Framework through an inclusive and participatory approach, with the objective of developing an action-oriented and fit-for-purpose document. In this regard, we would like to commend the effective work of the RC in ensuring that the priorities identified within the UNSDCF are coherent, complementary, and strategically aligned with our national priorities and needs.

Excellencies,

Seven years into the reform of the RC system, challenges still persist, especially due to the lack of adequate, predictable, and sustainable funding that restrains the system’s ability to effectively respond to realities on the ground. In this regard, we have consistently emphasized the importance of:

  • Predictable and adequate funding for the RC system and the UN operational activities on the ground
  • Responsiveness and accountability to national priorities, including building and strengthening of national institutional capacities;
  • Stronger integration across the humanitarian–development–peace nexus, particularly in contexts undergoing complex transitions;
  • Pull financing instead of fragmented financing;
  • And a differentiated approach that recognizes the realities of programme countries, particularly those in special situations.

In closing, Armenia expresses its appreciation to our Resident Coordinator and the entire UN Country Team for their continued engagement, and reaffirms our commitment to working together to accelerate progress on the SDGs and deliver tangible results for our people.
