On June 10, 2013, the United Nations General Assembly convened a plenary meeting to review the progress made in the response to the AIDS epidemic under its agenda item 11 “Implementation of the Declaration of Commitment on HIV/AIDS and the Political Declarations on HIV/AIDS”. The Report of the UN Secretary-General on HIV has been presented to the Assembly providing an update on global developments in the AIDS response recommending key actions to accelerate progress and urging renewed commitment to achieve the agreed targets of the 2011 Political Declaration

Statements have been made by the Secretary-General Ban Ki-moon and a number of delegations of the Member States including EU, Russian Federation, Ukraine, Australia, Norway, USA, India, Canada, Japan, France, Brazil, Argentina and Armenia and others who elaborated on the steps taken by their respective governments to achieve those major goals in AIDS response by 2015 stipulated in the Declaration since its adoption in 2011.

In his statement, Permanent Representative of Armenia to the United Nations, Ambassador Garen Nazarian has express a concern that while the rates of new HIV infections and AIDS-related mortality have been declining globally, they continue to be on the rise in Eastern Europe. He has mentioned that the significant number of HIV infection cases (more than 50%) registered in Armenia is connected with the migration processes and added that the increase in the number of registered HIV cases in Armenia in the recent years is also associated with scaling up laboratory diagnostics capacities, upgrading the HIV counseling, testing and referral systems, and as a result, the number of HIV tests has increased and HIV delectability improved significantly.

Armenia’s Ambassador has mentioned that the issue is a priority for his Government and further noted that despite the negative impact of the global financial and economic crisis, the share of domestic funding for the AIDS response increased over the past few years.

According to Nazarian, Armenia’s National Program on the Response to the HIV Epidemic is based on promoting human rights and gender equality, and migrants together with youth are declared as priority target groups. Praising the efforts by the international partners/donors in responding epidemic, Ambassador Nazarian highlighted the need to include the HIV/AIDS response in the post-2015 sustainable development agenda.
