On June 19, Security Council under its agenda item “International peace and security” held thematic discussions on “Conflict prevention and natural recourses’ to assess the role and responsibility of governments in preventing conflict and equitably managing resources including timber, oil, coal, diamonds and precious metals.

Deputy Secretary-General, Associate Administrator of the United Nations Development Program, Managing Director of the World Bank and the representatives of Members States partook in a day-long discussions.

In his statement Ambassador of Armenia, Garen Nazarian has mentioned that the Bretton Woods institutions and United Nations can effectively contribute to the post conflict peace building efforts to integrate a peace and development agenda in the contexts of governance and management of natural resources and further that the role of natural resources in fuelling conflicts and prolonging their political resolutions is being increasingly recognized by all stakeholders.

Ambassador has proposed to look at current policy tools and analyze how the countries of the South Caucasus address natural resources and stressed the need for coordinated effort to mainstream transparent, efficient and equitable governance and management of natural resources.

Garen Nazarian has mentioned that the mechanisms through which natural resources induce or prolong conflicts are often deeply rooted in economic and social structures and that corruption and absence of accountability tend to be associated with large revenues from natural resources.

Nazarian has emphasized in his statement that the process of implementation of MDGs and other internationally agreed development goals provide a unique opportunity to develop an inclusive approach to natural resources thus integrating the management of natural resources to national sustainable development policies and that the successful implementation of this agenda will require a basic level of political will and determination.
