General Assembly’s Informal Interactive Dialogue on RtoP

On September 11, 2013, General Assembly held an Informal Interactive Dialogue and panel discussion on “The Responsibility to protect: State Responsibility and Prevention.”

The meeting heard statements and presentations from around 70 speakers, including the UN Secretary General (SG), Deputy Secretary-General, Vice-President of the General Assembly and SG Special Advisers on the Prevention of Genocide and the Responsibility to Protect (RtoP), as well as Armenia’s Ambassador to the UN among representatives of Members States.

In light of the remembrance of the 9/11 tragic event Garen Nazarian talked about UN Secretary General’s 5th Report entitled “Responsibility to Protect: State Responsibility and prevention” which focuses on the primary responsibility of all Member States to protect populations within their borders from RtoP crimes highlighting a number of important measures ranging from institution/capacity building and adoption of legislation to policy recommendations which states are recommended to take to minimize the risk factors for mass atrocity crimes.
Ambassador Nazarian has particularly underlined the threat of “hate speech” among other risk factors which contributes to the incitement to genocide and other mass atrocities regretting the fact that nowadays there are still states whose leadership consistently incite, encourage and tolerate widespread manifestations of intolerance and hate speech against another state, nation and persons of other origin.

Recognizing the significant role of the fair education that can promote tolerance and understanding of the value of diversity, and contribute to early warning mechanisms with an atrocity prevention focus, he further stated that civil society engagement at national and international levels and strengthening the independence of the media are essential for ensuring accountability and preventing these atrocities.

Concluding his remarks Ambassador Nazarian has referred to Armenia’s efforts towards advancing the UN prevention strategy, agenda and mechanisms.
