On September 15, the letter of the Permanent Representative of Armenia to the UN Mher Margaryan about the rapidly deteriorating humanitarian crisis in Nagorno-Karabakh and the risk of ethnic cleansing emanating from the unlawful closure of the Lachin corridor, was published as an official document of the UN General Assembly and of the UN Security Council.

The letter refers to Azerbaijan's failure to comply with the decisions of the International Court of Justice and to the deliberate policy of inflicting a humanitarian crisis in Nagorno-Karabakh, in full demonstration of Azerbaijan's intention to commit atrocity crime. Recalling the multiple alerts voiced by human rights experts and genocide scholars concerning the imminent danger of ethnic cleansing facing the population of Nagorno-Karabakh, the Permanent Representative of Armenia highlights the imperative of mobilizing the preventive capacities of the United Nations in the exercise of the responsibility to protect and in order to avert occurrence of mass atrocities.

The letter also transmits the report of of the First Special Adviser to the UN Secretary General on the Prevention of Genocide, Professor of Human Rights Law Juan Mendez concerning the situation in Nagorno-Karabakh and the need for the international community to take action in response to the clearly detectable risk of atrocity crime.
