Mr. Chair,

The Republic of Armenia attaches great importance to the assistance in mine action, reaffirming practical dedication to international efforts aimed at addressing the drastic humanitarian consequences of anti-personnel mines, unexploded ordnances and other explosive remnants of war.

The Armenian side is committed to the humanitarian nature of mine action, which is also framed in the principles stipulated by the Ottawa Convention and the core objectives of ending the suffering and casualties among civilian populations caused by anti-personnel mines. Guided by this vision, the Republic of Armenia has consistently undertaken considerable efforts in its national capacity to contribute to this goal in conflict-affected areas in an inclusive manner.

In this vein, following the national policies consistent with the principles of the Convention, the Republic of Armenia cast the affirmative vote on the resolution titled "Implementation of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction" at the First Committee of the UN General Assembly.

Mr. Chair,

Armenia's steadfast commitment to the humanitarian principles has been manifested through its participation in the humanitarian mission in Aleppo, Syria, from 2019 to 2024, where the Armenian specialists shouldered international endeavors for the mine detection, mine clearance or mine destruction techniques. Through the efforts of our demining and medical teams, Armenia has demonstrated its dedication to mitigating the threats posed by APLs in the densely populated areas. Armenia stands ready to continue contributing to humanitarian demining efforts in Syria, including within the relevant international frameworks.

Nevertheless, it is essential that mine action is not politicized or exploited as a tool for advancing narrow political agendas or spreading false narratives. Armenia firmly believes that these efforts must remain grounded in exclusively humanitarian principles.

As a country that has unfortunately witnessed the tragic consequences of landmines, Armenia remains deeply concerned about the innocent human losses. We underscore the need for genuine, depoliticized collaboration to prevent further human suffering and to ensure the safety.

Mr. Chair,

The extensive contamination with mines and unexploded ordnances of 4 regions of Armenia namely Gegharkunik, Syunik, Vayots Dzor, and Tavush represents a significant humanitarian challenge, continuing to threaten the safety and livelihoods of thousands of Armenians. It has a direct impact on daily life, resulting in injuries and fatalities, and impeding access to essential services and resources. According to official data, the total number of victims from mine explosions in the territory of the Republic of Armenia stands at 805 (the majority of whom are civilians), resulting in 115 deaths and 690 injuries.

Currently, 10 communities, encompassing a total population of around 200,000, are living within hazardous zones. The contaminated land significantly restricts agricultural production, infrastructure development and access to essential services. Addressing this massive contamination is crucial for enhancing economic opportunities, improving food security and fostering community development in the region.

Summing up, the delegation of Armenia would like to reiterate our ironclad commitment to sincere dialogue and international cooperation in the assistance in mine action and mine clearance.
