Statement by Ambassador Mher Margaryan at the Pleanary Meeting of the UNGA Budgetary and Administrative Committee

Mr. Chair,

At the outset, let me extend my congratulations to you and the members of the Bureau on your election. We trust that under your leadership and guidance, the Committee will have constructive deliberations leading to a successful outcome.

The delegation of Armenia stands ready to support your efforts in steering the work of the Committee, including by sharing the experience accumulated from my chairmanship during the 76^th session.

I would like also to appreciate the efforts and the unwavering support of the Fifth Committee Secretariat, in facilitating our work and also to recognize the important contribution of the Advisory Committee on Administrative and Budgetary Questions (ACABQ).

We are all aware of the utmost importance of the work of the committee in ensuring that our Organization is fit for purpose and is capable to promptly deliver in the face of rapidly evolving challenges across the world.

Timely fulfillment of financial obligations by member states is key to maintain the financial situation of the UN. I am pleased to note that Armenia continues to be on the Honor roll, the list of member states who pay their regular budget assessments in full within the first 30 days of the year.

The agenda of this session of the Committee includes a number of items with a potential impact on the future work of the Organization for the years ahead, such as the Review of Annual budget cycle. We hope that the constructive negotiations under this agenda item will lead us to the result, which will reflect the main priorities of the Secretariat in making the budget cycle more flexible, as well as will address the concerns, that the delegations expressed in the last three sessions related to the efficient budgeting processes.

We look forward to the discussions under the agenda items on program planning and the proposed program budget for 2023. Proper consideration should be attached to ensuring adequate financing of the areas that need urgent response from the Organization, such as human rights protection, prevention efforts and supporting the countries in special situations.

It is indeed necessary, that in achieving the tasks before us we strive to make every effort to ensure that the spirit of collegiality and constructive engagement prevails within the Committee. This Committee has shown many times, including during the previous session, that, when we keep our focus on the common goals, we are capable of making essential progress, even with regard to the longstanding pending issues, and achieving tangible results.

Given the increasing workload of the Committee, I would also encourage to continuously improve our working methods and use the time more efficiently within normal working hours and to utilize the possibilities of online platforms for the facilitation of discussions in certain cases.

In conclusion, Mr. Chair, my delegation looks forward to constructive deliberations in the forthcoming weeks towards a positive outcome on all agenda items under consideration in a timely manner.
