Distinguished panelists,

The role of international development cooperation has never been more critical than it is today, amid multiple and interconnected crises that impose unprecedented demands on development efforts and challenge our collective ability to realize the 2030 Agenda.

Strengthened multilateral cooperation, innovative solutions, and inclusive approaches are essential to not only address existing development challenges but also to overcome long-term structural constrains, ensuring tangible progress across all dimensions of sustainable development. Fostering multi-stakeholder partnerships, knowledge-sharing, and capacity-building are fundamental for achieving long-term sustainable development, providing countries with skills, resources, and institutional frameworks necessary to address vulnerabilities, build resilience, and achieve their development aspirations.

Furthermore, we believe that science, technology and innovation are essential for accelerating the implementation of 2030 Agenda and creating new opportunities for more resource-efficient and resilient development in many spheres such as education, healthcare, agriculture and energy. Leveraging digital technologies, AI and data-driven solutions have the potential to bridge development gaps, improve access to services, and unlock new avenues for sustainable economic growth.

We must ensure that international development cooperation is responsive and adaptable to shifting realities on the ground. Rising poverty and inequality, economic stagnation, climate change, natural disasters, conflicts, and an increasing number of humanitarian emergencies require closer coordination and synergies across development, peacebuilding, and humanitarian action, bridging emergency response with sustainable development efforts, while ensuring that no one is left behind.

Dear colleagues,

As the funding gap continues to be a significant barrier for the majority of countries to achieve sustainable development, Armenia advocates for enhanced cooperation to mobilize stable, long-term, and adequate financing, foster innovative financial mechanisms, and improve access to concessional financing, especially for countries in special situations and middle-income countries.

In the lead-up to the 4th International Conference on Financing for Development, it is crucial to advance ongoing discussions to unite around a transformative development financing framework and global financial architecture that fosters resilient global economic growth and supports the achievement of the SDGs.

In conclusion, Armenia reaffirms its strong commitment to strengthening global partnerships and fostering collaboration among all stakeholders to reinforce the multilateral system to ensure that development cooperation efforts are inclusive, responsive and focused on driving meaningful and lasting progress toward the achievement of the Sustainable Development Goals.
