Statement by H.E. Mr. Paruyr Hovhannisyan, Permanent Representative of Armenia to the United Nations, at the Annual session of the Executive Board of the UNDP/UNFPA/UNOPS

Mr. President,

Distinguished Members of the Board,

Mr. Administrator,

First I would like to express appreciation for a comprehensive presentation of the Annual Report. We commend UNDP’s continued dedication to advancing the Sustainable Development Goals through innovation, partnerships, and tailored support, particularly in fragile and complex contexts. The results achieved in over 170 countries, including the mobilization of recourses for SDG acceleration and extending access to essential services to over 160 million people, are a testament to the effectiveness of UNDP’s Strategic Plan.

We acknowledge critical role of UNDP in upholding multilateral development cooperation in a time of geopolitical instability and protracted conflicts, environmental challenges, large-scale displacement, growing social-economic hardships, digital and technological divides, as well as persistent challenges in securing adequate, predictable development financing.

UNDP remains a long-standing and trusted partner of Armenia, contributing meaningfully to inclusive social-economic development, democratic governance, and climate resilience. We highly value its programmatic activities ranging from reforming the electoral and police systems to expanding energy efficiency, as well as responding effectively to humanitarian crises, including the needs of forcibly displaced people from Nagorno-Karabakh.

We particularly commend UNDP for co-leading, with UNHCR, the development of the “Inclusive Livelihoods National Framework for Refugees and Host Communities”, which is tailored to provide lifesaving, protection, and recovery needs of refuges to enable their dignified integration, fostering a sustainable development, while simultaneously strengthening the capacities of host communities.

Dear colleagues,

We are also pleased to inform the Board that Armenia’s upcoming Country Programme Document (2026–2030), which is fully aligned with national development priorities, has been endorsed by the Government, is soon will be present to adoption. Our new CPD will focus on three strategic priorities: inclusive economic development, climate and environmental sustainability, and democratic governance, while mainstreaming gender equality and digital transformation throughout.

We look forward to active cooperation with UNDP in ensuring the effective implementation of the new CPD in full complementarity with the forthcoming UNSDCF, and in close coordination with all UN agencies under the leadership of the Resident Coordinator.

Finally, Armenia supports the call for more sustainable, predictable, and flexible funding for the UN development system, including UNDP. Core resources remain indispensable to enable country offices to respond quickly and effectively to emerging needs while adhering to national ownership and local priorities.
