Mr. President,

I thank you for convening this important meeting. We thank Under-Secretary-General Ryder for his valuable insights on the ongoing process within the UN80 Initiative.

At the outset I would like to reiterate Armenia’s consistent support to the efficient multilateral system anchored on the United Nations and its Charter. The current turbulent period marked by growing number of conflicts and crises, mistrust between member States, poverty and inequalities shift of the focus from the Official Development Assistance to military buildup severely impacts the activities of the Organization.

We recognize the need for fundamental reforms to up-scale the Organization and its entities, eliminate unnecessary mandates, exclude duplications and create synergy between normative and operational work. In this regard, we would like to offer the following comments regarding the UN80 reform process:

- We stress the importance of consistency and coherence between the UN80 and implementation of commitments driven from the 2030 Agenda for Sustainable Development, Pact for the Future, Seville Compromise and other fundamental documents, guiding the international cooperation for the years ahead.

- Armenia strongly advocates for a balanced approach across the three UN pillars.

- The UN80 initiative needs to result in strengthening the capacities of the Organization to ensure timely and efficient response to needs of countries and people in vulnerable situations and reach those furthest left behind.

- It is of utmost importance to preserve and strengthen prevention capacities of the Organization to monitor and identify early warning signs of violations of human rights and international humanitarian law and timely reporting to the SG of the potential threats to peace and security.

- The reformed Secretariat needs to be capable to mobilize the UN system and ensure a UN-wide response to the evolving challenges.

- This initiative should be carried out in an inclusive and transparent manner with close engagement with the member States.

- We support strengthening presence of the UN on the ground and its operational activities based on humanitarian-development-peace nexus.

To conclude let me express our readiness to engage in the UN80 process with the view to strengthen the capacities of the UN to better and more efficiently deliver on its mandates. Armenia stands ready to contribute to strengthening the efficiency of the Organization. We look forward to the findings and recommendations under each workstream according to the timelines and stress our readiness to constructively engage in the consultations.
