Mr. President,

We express our appreciation to the presidency of Panama in the UN Security Council for holding the Open Debate on Women, Peace and Security, also thanking the briefers for their valuable interventions.

This October will mark the 25th anniversary of the adoption of the United Nations Security Council Resolution 1325. It serves as a pertinent reminder that peace and security efforts are more sustainable, when women are equal partners in the prevention of violent conflict, the delivery of relief and recovery efforts and in forging of lasting peace. The Republic of Armenia has approached this symbolic date with a vast range of various initiatives and activities aimed at the advancement of the WPS agenda.

The elaboration of Armenia’s Third National Action Plan Women, Peace and Security, titled “Investing in Global Peace”, attests to the political will of the Government of Armenia to ensure women’s full engagement in matters related to peace and security. Its forthcoming adoption will reaffirm our commitment and strategic vision to advance the peace agenda, including through the full implementation of Resolution 1325.

The Government of Armenia attaches utmost importance to the empowerment of women in all spheres of public life, including at decision-making level. Women constitute 30% of the Ministers in the current Government and more than 38% of deputies in the National Assembly of Armenia, manifesting the resolve of the Government to foster a more inclusive and equitable society, where women's voices are not only heard and acknowledged, but actively sought in decision-making processes.

Gender mainstreaming is among the priority aspects of security sector governance and reform in Armenia. For the first time in its history, Armenia has a female Minister of Internal Affairs and a woman heading the Foreign Intelligence Service. Police reforms envisage 30% of women’s participation in Patrol Service. Armenia is committed to advancing involvement of women in UN peacekeeping mission to reach the UN-established threshold of 15%.

Mr. President,

Armenia’s Third National Action Plan places significant emphasis on addressing the specific needs of vulnerable and marginalized groups, in particular forcibly displaced women refugees from Nagorno-Karabakh. Notably, it seeks to provide tailored support, including psychological assistance, capacity-building programs and other forms of assistance aimed at creating sustainable living conditions and ensuring that their rights are protected within the broader framework of the WPS agenda.

We would like to underscore the necessity of multistakeholder approach in implementation of the WPS agenda. In this regard the National Action Plan encourages meaningful engagement with civil society organizations and community actors to promote community-based peacebuilding efforts. By fostering these partnerships and promoting a multi-level approach to cooperation, the NAP aims to create a unified framework addressing the nexus between peace and development, thereby reinforcing Armenia's commitment to advancing gender equality and women's rights as fundamental components of sustainable peace.

Mr. President,

Amid the global need to advance the protection of women and girls in conflict settings and their full, equal and meaningful participation in peace processes, Armenia stands ready to share best practices and collaborate with international partners and civil society to strengthen implementation of women, peace and security agenda.
