Madam Chair,

Allow me to congratulate you and the members of the Bureau on your election and to wish you every success in guiding the work of the Second Committee.

The theme of this year's general debate is particularly timely. As we approach 2030, the international community must intensify efforts to translate our commitments into concrete results through adequate and accessible financing, strengthened national capacities, resilient infrastructure, technology, and effective partnerships.

For Armenia, these priorities are reflected in the United Nations Sustainable Development Cooperation Framework for 2026-2030, which guides our partnership with the United Nations in advancing the SDGs. Aligned with Armenia's national priorities and international commitments, the Framework focuses on four interconnected priorities: Human Capital and Wellbeing; Inclusive Economic Development; Green Transition for Resilience; and Governance for a Sustainable Future.

Its implementation places particular emphasis on capacity development, national ownership, resource mobilization and innovative financing, supported by stronger partnerships and monitoring and accountability mechanisms.

Madam Chair,

The financing of sustainable development must also address the environmental dimension of the 2030 Agenda. As the host and incoming Presidency of COP17 of the Convention on Biological Diversity, Armenia is committed to delivering an inclusive, transparent and action-oriented Conference and to advancing implementation of the Kunming-Montreal Global Biodiversity Framework.

COP17 will be a significant milestone as it will conduct the first Global Review of collective progress under the Framework, assessing achievements, gaps and challenges and helping determine where further action is required. The Presidency will place particular emphasis on resource mobilization and financial mechanisms, including the operationalization of funding arrangements for digital sequence information and work to assess the effectiveness of multilateral financial mechanisms.

Strengthening implementation, monitoring and accountability will also be essential to ensuring that commitments under the Global Biodiversity Framework translate into measurable results. Armenia will further promote stronger synergies between biodiversity, climate change, and land degradation and pollution agendas, while supporting meaningful participation of all relevant stakeholders.

Madam Chair,

For Armenia, financing sustainable development must take into account the diverse development challenges and needs of countries in special situations as well as middle-income countries. We support stronger attention to specific circumstances of these countries, including through national capacity development and infrastructure development, taking into account relevant global frameworks. In this context, Armenia also attaches importance to introducing a structured and action oriented approach within UN to addressing the special needs of MICs. We look forward to the Secretary-General’s report to present concrete recommendations on developing Strategic plan of action for middle-income countries (SPOA).

At the same vain we emphasize the need of full and effective implementation of the Awaza Programme of Action for LLDCs, given the current global supply chains disruptions. Armenia is committed to contribute to strengthening global and regional connectivity including through initiatives such as “Crossroads of Peace”, with its integral part – Armenia-US Framework Agreement on Strategic Cooperation Concerning the Trump Route for International Peace and Prosperity (TRIPP), which aims at contributing to intra-regional and global trade by establishing trade and transport connectivity in the South Caucasus and significantly transform the region's transport and logistics infrastructure.

In conclusion let me reiterate Armenia’s readiness to engage with all partners to advance the 2030 Agenda and invite you to Yerevan for COP17.
