Mr. Chair,

Disarmament and non-proliferation are among Armenia’s priorities in the pursuit of international peace and security. Armenia reaffirms its strong support for the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and regrets that, for the third consecutive time, States Parties were unable to reach consensus on a substantive outcome document at the 11th Review Conference of the Treaty.

Nevertheless, we recognize the importance of the extensive discussions held during the Conference and the continued commitment of States Parties to the objectives and principles of the NPT.

Mr. Chair,

There are various steps that must be taken to further advance disarmament efforts, and among them is the early entry into force of the Comprehensive Nuclear Test Ban Treaty (CTBT). Armenia views it as one of the key elements of the nuclear non-proliferation regime and a strong tool for constraining nuclear weaponry. We extend our call upon all Annex 2 States that have not yet done so, to sign and ratify the Treaty at the earliest opportunity. The credibility and effectiveness of the international non-proliferation regime cannot be fully ensured without CTBT’s entry into force.

We opted for a transparent and open policy for safe and peaceful uses of nuclear energy and will continue to pursue this policy further, strengthening and undertaking necessary measures to enhance and maintain nuclear safety. Armenia appreciates the crucial role of the cooperation with IAEA through its Safeguards Agreements and Additional protocol, as well as its technical assistance program.

We are proud to be among the countries for which the Agency is able to regularly draw a comprehensive safeguards conclusion regarding the peaceful use of our nuclear materials on an annual basis. Armenia remains firmly committed to the peaceful use of nuclear energy and to close cooperation with the IAEA, including in the context of extending the operational lifetime of the Armenian Nuclear Power Plant until 2036 and preparing for a secure and responsible transition to a new nuclear power unit.

As we work toward taking a final decision on the technology and model for the new nuclear power plant by the end of 2027, Armenia will ensure full transparency and timely communication with the international community, in strict adherence to its international legal obligations and in close cooperation with the IAEA.

Thank you.
