Madam Chair,

As a member of the United Nations Commission on International Trade Law (UNCITRAL), Armenia remains committed to actively contributing to the Commission’s work and deliberations aimed at harmonizing legal frameworks and modernizing international trade law in response to the evolving concerns and challenges facing States in an era of unprecedented globalization and rapid technological advancement, where commerce transcends borders and digital trade continues to expand.

We welcome the report of the 59th session of the Commission and commend the progress achieved in the reform of investor–State dispute settlement (ISDS), including the finalization of the draft Statute of the Advisory Centre on International Investment Dispute Resolution /Advisory Centre/ and the adoption of supplementary provisions on the conduct of proceedings to resolve international investment disputes. These outcomes represent meaningful progress towards strengthening procedural fairness, improving access to legal expertise, and promoting a more balanced, transparent and effective framework for the resolution of international investment disputes.

Armenia attaches great importance to advancing a balanced, inclusive and effective reform process as an essential step towards the progressive development and modernization of international trade law, while ensuring equitable access to justice for all States. In this spirit, and with a view to facilitating discussions on the establishment and operationalization of the Advisory Centre, Armenia hosted the second meeting on its operationalization in Yerevan last year.

In this regard, Armenia reiterates its willingness to host a regional office of the Advisory Centre and stands ready to contribute meaningfully to the Centre’s core mission of supporting developing countries and least developed countries through capacity-building, technical assistance and enhanced access to expertise, thereby strengthening their ability to effectively participate in international investment dispute proceedings.

Armenia’s strategic location at the crossroads of East and West, combined with a cost-effective operating environment and a strong pool of highly qualified professionals, offers considerable advantages for the establishment of a regional office. Competitive operational costs, including salaries and utilities, together with access to high-level information technology and cybersecurity expertise, would enable the Advisory Centre to maximize the resources available for capacity-building and technical assistance. Furthermore, the Government of Armenia stands ready to provide centrally located premises in the capital city Yerevan, cover the Office’s operational costs for the first year, and extend institutional support through the Office of the Representative on International Legal Matters, which has specialized expertise in international arbitration and dispute resolution.

Madam Chair,

Armenia remains firmly committed to contributing to UNCITRAL’s work and to strengthening international cooperation through dialogue, mutual trust and legal certainty. We believe that the establishment of the Advisory Centre, supported by an inclusive and accessible regional presence, would constitute an important step towards ensuring that all States, regardless of their resources, can effectively engage in international investment dispute settlement.
