UN GENERAL ASSEMBLY REVIEWS IMPLEMENTATION OF DECLARATION ON HIV/AIDS

In its June 6 plenary meeting the UN General Assembly considered the implementation of the Declaration of Commitment on HIV/AIDS and the Political Declaration on HIV/AIDS having before the Secretary-General’s report “Towards ending the AIDS epidemic: meeting the 2015 targets and planning for the post-2015 era”.

The General Assembly heard statements by its President, UN Secretary-General and a number of delegations of the Member States including EU, Russian Federation, United States, France, United Kingdom, South Africa, Ukraine, Australia, Norway, India, Japan, Brazil, Argentina and Armenia who elaborated on the steps taken by their respective governments to achieve those major goals in AIDS response by 2015 stipulated in the Declaration and highlighted the need to properly reflect the issue in the world development agenda beyond 2015.

In his remarks, Armenia’s representative expressed his government’s concerns on increasing HIV infections and AIDS-related deaths in the Eastern Europe (despite its overall decline in the globe), where antiretroviral therapy access was among the lowest in the world. Noting that more than a half of registered HIV cases in Armenia were labor migrants infected outside the country, he said a special targeted program had been designed by the government for those individuals and their sex partners. The Armenian delegate further stated that his government’s response included targeting high-risk groups and integrating HIV counselling and testing into the health-care system.

Appreciating the efforts by the international donors in fighting the epidemic and acknowledging the continued partnership, which helped to significantly improve Armenia’s national capacity and form a strong national response, he concluded that the AIDS response must remain high on the agenda when shaping the post-2015 development goals.
