Statement by H.E. Mr. Paruyr Hovhannisyan, Ambassador, Permanent Representative of the Republic of Armenia to the UN, at Peacebuilding Commission Annual Session

Mr. Chair,

As a member of the Peacebuilding Commission for the first time, Armenia welcomes the inaugural Peacebuilding Week and the commemoration of the twentieth anniversary of the United Nations Peacebuilding Architecture, as well as the twentieth anniversary of the Peacebuilding Commission and the Peacebuilding Fund. This milestone offers an important opportunity to reflect on achievements, lessons learned and the way forward.

Over the past two decades, the Peacebuilding Commission has established itself as a unique platform for dialogue, partnership-building and policy coherence across the peace, development and human rights pillars. The recently adopted Peacebuilding Architecture Review twin resolutions reaffirm the importance of prevention, national ownership, inclusion and integrated approaches as essential foundations for sustaining peace. They also underscore the importance of broad and inclusive partnerships — among Member States, the United Nations system, international financial institutions, civil society, youth and the private sector — in addressing the complex and interconnected drivers of conflict.

Armenia attaches particular importance to advancing prevention as a core component of peacebuilding. Experience has consistently shown that the consequences of conflict are far more difficult and costly to address than the conditions that give rise to it. Prevention therefore must be reflected not only in our rhetoric, but also in the way we design policies, allocate resources and mobilize partnerships.

In this regard, the Peacebuilding Commission has a particularly important role to play. Through its convening power, the Commission can help strengthen coherence across the United Nations system, promote nationally owned solutions and ensure that prevention is integrated more systematically into peacebuilding efforts. The Commission also serves as an important bridge between the Security Council, ECOSOC and the General Assembly, helping to connect peace and security, development and human rights perspectives in support of sustaining peace. In the context of better leveraging the Peacebuilding Fund, we would welcome consideration of the issue of equitable geographic distribution of its resources.

Mr. Chair,

Armenia has consistently promoted the prevention agenda within the United Nations, including through initiatives on genocide prevention, accountability and early warning. We also firmly believe that education is among the most effective long-term tools for prevention and peacebuilding. Earlier this month, the General Assembly adopted by consensus the Armenia-initiated resolution "Education for Peace", co-sponsored by nearly one hundred Member States.

As we mark twenty years of the Peacebuilding Architecture, Armenia remains committed to working with all partners to strengthen prevention, advance sustaining peace and enhance the effectiveness of the Peacebuilding Commission.
