Satatement by Ms. Varduhi Melikyan, Counsellor of the Permanent Mission of Armenia to the United Nations at the UNGA Informal meeting on the UN80 Initiative

Mr. President,

We thank you for convening this important meeting and express our appreciation to the briefers for their comprehensive updates on the implementation of the UN80 Initiative.

We take note of the progress made in advancing the United Nations' prevention, peacebuilding and peace support capacities, in line with the vision set out in the Secretary-General's Shifting Paradigms report. These efforts seek to respond to the multiple challenges confronting the Organization, including budgetary and liquidity constraints, institutional fragmentation, and the need to strengthen coherence and effectiveness across the United Nations system.

We welcome the progress achieved in operationalizing the Peacebuilding and Peace Support Office (PBPSO) as a central platform for prevention, peacebuilding and peace support. By bringing together expertise on peacebuilding, the rule of law, disarmament, justice and mission transitions, the Office has the potential to enhance the coherence, coordination and delivery of strategic, technical and operational support to Member States. At the same time, we recognize that the integration of previously separate functions across the United Nations system presents significant institutional challenges. We therefore look forward to the continued implementation of this reform and hope that it will strengthen the Organization's ability to support countries in sustaining peace, while ensuring complementarity with, and full respect for, the mandates of the principal organs entrusted with the maintenance of international peace and security.

We also take note of the findings of the review of funding mechanisms and the recommendations aimed at better aligning financial incentives and funding arrangements with the collective objectives established by Member States. In this regard, we see value in strengthening country-level Funding Compact dialogues, building on existing Cooperation Frameworks and humanitarian coordination mechanisms, while ensuring that reforms remain responsive to national priorities and are guided by the principles of national ownership and leadership.

We further recognize the importance of strengthening the linkages between mandates, resources and results across the United Nations system. In this context, we welcome the proposal to establish structured, adaptable and leadership-level dialogue between United Nations system principals and Member States. Such dialogue should enhance collective understanding of priorities, results, challenges and institutional constraints, strengthen accountability, and support more informed intergovernmental decision-making.
