Mr. Chair,

Armenia welcomes the opportunity to contribute to the joint discussion on macroeconomic policy questions and financing for development.

The global economic environment remains challenging. Geopolitical tensions, disruptions to global supply chains, volatility in international markets and the impacts of climate change continue to constrain development prospects and place additional pressure on national economies.

For many middle-income countries, these challenges are compounded by limited fiscal space, difficulties in accessing affordable and long-term financing, insufficient diversification of productive capacities, and vulnerability to external shocks. Development transitions can create additional challenges when declining access to concessional support is not matched by affordable alternative financing.

As a landlocked developing and a middle-income country, Armenia attaches particular importance to addressing these challenges. We believe that development needs cannot be fully captured by income levels alone. A multidimensional approach should also take into account vulnerabilities, resilience, productive capacity, fiscal space and exposure to external shocks. These considerations should inform access to development finance and tailored international support.

Diversification of external trade markets is an important element of resilience and sustainable growth. For landlocked developing countries, expanding access to regional and international markets requires equitable, inclusive, resilient and affordable transport connectivity, efficient transit and stronger integration into regional and global value chains.

Mr. Chair,

Financing remains fundamental to all these efforts. The development finance agenda continues to face significant challenges, including widening financing gaps, high borrowing costs, rising debt-service burdens, constrained fiscal space and declining development assistance. These pressures limit the ability of developing countries to mobilize resources and invest in their sustainable development priorities.
Addressing these challenges requires stronger support from international financial institutions, including multilateral development banks to expand access to affordable, predictable and long-term finance and enhanced capacity building in their policy planning and implementation.
Armenia underscores the importance of translating the Sevilla Commitments into concrete actions and ensuring that development finance is responsive to countries’ diverse needs and vulnerabilities.

In this context, Armenia supports the development of a Strategic Plan of Action for middle-income countries through an inclusive and Member State-driven process. Anchored in national priorities and ownership, it should strengthen coordinated UN support, facilitate access to financing, technology and capacity-building, and advance implementation of existing commitments without duplicating frameworks or creating additional reporting burdens.

Armenia will continue its active engagement within the Like-Minded Group of Middle-Income Countries and with other partners to advance practical, tailored responses to their development challenges.

Armenia remains committed to constructive engagement with Member States and partners towards stronger international cooperation and effective implementation of the 2030 Agenda and the outcomes of the international conferences on financing for development.
