Mr. Chair,

I thank the United Nations High Commissioner for Human Rights, Mr. Volker Türk, for his presentation and congratulate him on his reappointment for the second term.

We particularly welcome the report’s focus on prevention and believe that human rights mechanisms should play a more prominent role in identifying emerging risks and enabling timely and effective responses.

Armenia remains committed to a strong, independent and adequately resourced United Nations human rights system, with effective early-warning and early-action capacities.

We maintain a constructive dialogue with OHCHR and UN human rights mechanisms, including through treaty body reviews and visits by special procedure mandate holders. The establishment of the National Mechanism for Implementation, Reporting and Follow-up, supported by its AI-NEMRA digital platform, strengthens the systematic coordination, implementation and follow-up of recommendations addressed to Armenia by international and regional human rights mechanisms.

We underscore the importance of the protection and promotion of human rights amid the rapid development of digital technologies and AI, with due consideration given to gender perspective.

In this context, Armenia initiated “Strengthening international cooperation for promoting and protecting the rights of women and girls in the context of digital technologies” resolution adopted recently by the Human Rights Council. This important initiative aims to enhance international and multi-stakeholder cooperation to promote and protect the rights of women and girls throughout the lifecycle of digital technologies, addressing discrimination and adverse human rights impacts.

Armenia shares the report’s emphasis on human rights as an essential foundation for preventing the recurrence of conflict, rebuilding trust and sustaining peace. Armenia remains firmly committed to advancing a durable and sustainable peace in the region.

In this context, addressing outstanding humanitarian issues in accordance with international human rights law and international humanitarian law, in particular, those concerning detainees and missing persons, is essential to building confidence and fostering reconciliation.

We remain committed to supporting OHCHR in the effective and independent implementation of its mandate.

I thank you.
