Statement by Mher Margaryan, Permanent Representative of Armenia to the UN, at the UNGA73/Agenda Item 15: Culture of Peace

Armenia would like to reiterate its support and commitment to multilateralism as an effective instrument in addressing the complex issues and challenges that the world is facing. We recognize the importance of multilateralism and diplomacy in advancement of sustainable development, peace and security and human rights. Restoring humanity, sustaining peace and respecting human dignity are important priorities, which can only be achieved through concerted efforts and coordinated response.

Collectively, we should all do more to help mitigate situations of crisis where the basic human rights, including the right to life of the human being, are increasingly challenged. This necessitates a reinforced emphasis on the capacity of multilateral institutions to deliver adequate response.

The date designated by distinguished Non-Aligned Movement to mark as International Day of Multilateralism and Diplomacy for Peace has crucial significance for Armenia and the Armenian people, since the date of the 24th of April carries an important meaning and very special sensitivities for all Armenians. This is the day when Armenian people and their friends around the world pay tribute to the Memory of the Victims of the Armenian Genocide. The Armenian Genocide is a stark point in case in promoting and fostering prevention and upholding collective faith in the fundamental human rights, in the dignity and worth of the human person. It is a reminder, once again, that impunity breeds repetition of crime and demonstrates the failure to provide adequate response and international protection in the absence of effective multilateralism one hundred years ago. Today, Armenia as a state, bears duty to work in the multilateral frameworks of cooperation towards the prevention of future atrocities.

Armenia is resolute to continue to contribute to the multilateral efforts to advance prevention, including the prevention of identity-based discrimination, mass atrocities and the crime of genocide as an important function within the United Nations. The adoption of the GA resolution designating the 9th of December as the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime is a powerful manifestation of responsible multilateralism.

This year marks the 70th anniversary of the Genocide Convention and the Declaration of Human Rights which is yet another milestone to reaffirm our collective determination to fight impunity and prevent recurrence of human suffering.

We hope that the designation of the International Day of Multilateralism and Diplomacy for Peace will become an important contribution for enhancing global cooperation for peace, development and human rights at the national, regional and international levels.
