Mr. President,

I would like to thank Mr. Achim Steiner for a comprehensive presentation and briefing on the important work carried out by the UNDP, in helping accelerate SDG progress and achieving tangible results for people and countries who need them most.

The Decade of Action of Delivery of the 2030 Agenda for Sustainable Development is a call for all to speed up development impact, and the UNDP has a considerable role to play in this process, by way of supporting Member States and partners to address the complex development challenges and the surrounding systemic issues that continue to persist.

Given its extensive reach and cross-sectoral expertise, the UNDP is well positioned to facilitate and accelerate opportunities and help reduce inequalities between and within the countries. The 2019 Human Development Report demonstrates that, while income and wealth continue to be important aspects for measuring inequalities, other elements of human development, such as health, education, dignity and respect for human rights represent a significant portion of the equation, with new forms of inequalities emerging, in particular, around the middle-income populations.

It becomes clear from the Report that, if such inequalities remain unaddressed, they can significantly affect the lives of the young people and the future generations, in terms of their ability to seize the opportunities of the modern-day knowledge economy and cope with the complexities posed by the climate change, disruptive technology and other challenges.

A sustained focus on helping countries overcome the existing and the new forms of inequalities, should, therefore, be seen as a priority for action for the UNDP, through supporting policies of inclusion, youth engagement, empowerment of women and accelerating climate measures.

The Government of Armenia continues to work closely with UNDP on these priorities, including through the ongoing process of enhancing Armenia’s Nationally Determined Contributions by 2020, in response to the growing impacts of climate change and in line with Armenia’s commitments under the Paris Agreement, with a considerable focus on policies for energy efficiency and climate-smart development.

Mr. President, Mr. Administrator,

2020 is a pivotal year for the realization of gender equality and the women empowerment, in light of the 25th anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform of Action. Now more than ever, expanding women’s participation and leadership in development activities and in Climate Action is essential to ensure a healthy, prosperous and sustainable future for all.

As ever, funding is essential for the implementation of the 2030 Agenda. The recent investment data and reports demonstrate that the SDGs come to be seen as attractive economic investment opportunities for financial markets, with businesses becoming increasingly interested in impact and sustainability investments across a wide range of industries, which represent critical areas for the SDGs.

This is an encouraging trend, which merits closer attention of the UN development system. Three years ago, when Armenia hosted the first ever UN Summit on Impact Investing for Development, the total size of the market of impact investing was reported to be around USD 228 billion, as opposed to the total of USD 502 billion in 2019.

It remains a critical priority for the UNDP, as a major development partner, to help governments leverage the opportunities offered by innovative finance mechanisms to deliver impact and boost productive capacity and innovation, in support of the SDGs. The UNDP SDG Impact Facilities play an important role in helping businesses to align their strategies with financial, social and environmental considerations.

The first Impact Aim Accelerator launched by the UNDP in Armenia, implemented in cooperation with our Ministry of High-Tech Industry, relies on leveraging innovative technologies and artificial intelligence to support public policy and development solutions through public-private partnership and innovation.

We are pleased to note that the Accelerator that builds on UNDP’s partnership with Armenia to boost social entrepreneurship and startups is also being scaled internationally.

We look forward to promoting our partnership as we embark on the Decade for Action and Delivery and to working closely with the UNDP on our substantive agenda for development cooperation.
